STEP I- Download and install a .torrent client

STEP III
Download the .torrent. If Windows does not know with what program to open the .torrent file check "select the program from a list" and browse your computer for the azureus or u-torrent .exe file.
This is the short but best way of downloading. If you want to download anything, also look at the comments to see if that .torrent has what you are looking for and if that file(s) is(are) virus free.
